The Lagos State Special People's Law established a governing board, recognised operational departments and units, and assigned clear responsibilities for coordination, rights protection, welfare, monitoring, legal compliance, research, and public communication.

GOVERNING BOARD

Administration begins with the structure created by the Law.

The LSSPL provides for a Governing Board charged with the administration of the Office. The Board brings together government, disability advocacy, and the organised private sector to guide implementation.

SCHEDULE OF DUTIES

The Office's duties span inclusion, safety oversight, legal compliance, care coordination, budgeting, research, and strategic public engagement.

  • Collaborates with ministries, departments, and agencies to include persons with disabilities in programmes and activities.
  • Promotes inclusion within the community, family, and education system.
  • Addresses discrimination, neglect, and abuse affecting persons with disabilities.
  • Regulates homes, schools, and rehabilitation centres for persons with disabilities based on LASODA operational standards.
  • Provides social development, welfare, and social protection services across the State.
  • Supports poverty reduction, social integration, and sustainable livelihoods for disability communities.
  • Collects data and research indicators for implementation, accountability, and oversight.
  • Works with legal and planning teams to ensure effective implementation of LASODA mandates.

  • Defends civil cases involving the Agency before the courts.
  • Monitors litigation and provides researched, objective legal advice across LASODA operations.
  • Ensures the Agency works within State and Federal legal frameworks.
  • Drafts, vets, and reviews agreements, regulations, and guidelines.
  • Represents LASODA in mediations, negotiations, and public hearings.
  • Handles searches, investigations, and title-related legal documentation for Agency transactions.
  • Coordinates with the Ministry of Justice and secures approvals on public and policy legal issues when required.

  • Monitors compliance with disability parking provisions and accessibility features in public spaces.
  • Carries out safety inspections of homes, schools, and rehabilitation centres across Lagos State.
  • Identifies hazards, conducts risk assessments, and recommends mitigation measures.
  • Coordinates mediation meetings arising from safety issues.
  • Prepares inspection letters, reports, and official findings for management and inspected facilities.
  • Builds monitoring and evaluation capacity, including training and data collection systems.
  • Works with legal and planning teams to strengthen implementation and accountability.

  • Supervises persons with disabilities in homes, schools, and rehabilitation centres.
  • Conducts social investigations on abandoned persons with disabilities and makes referrals where needed.
  • Assists with emergencies, reunification with relatives, and placement in suitable homes.
  • Liaises with hospitals and care institutions to support the health needs of beneficiaries.
  • Screens persons with disabilities for reintegration opportunities.
  • Provides psycho-social assessment, counselling, preventive care, and grief support.
  • Helps families cope with the emotional and social responses to disability while sustaining family unity.

  • Prepares monthly expenditure returns for the Ministry of Economic Planning and Budget.
  • Compiles quarterly budget performance, mid-year reviews, and House of Assembly reporting documents.
  • Coordinates yearly budget call circulars and programme budget structures.
  • Leads data collection, collation, and statistical analysis on persons with disabilities across the public service.

  • Manages LASODA’s relationship with internal and external publics.
  • Supports information gathering, strategic communication, media relations, and crisis communication.
  • Coordinates publicity, event coverage, and feedback for departmental programmes.
  • Handles protocol duties for the accounting officer and interfaces with ministries such as the Ministry of Information.
